Will a region 1 DVD movie output a PAL signal when played on a modified
region 2 player?

YES - sort of.

Most modified players can output PAL colour timimg signal when
playing NTSC disks. The video signal coming out of the player is still
525 line 60 Hz, but with PAL colour instead of NTSC. Most modern TV's
can sync to the 525/60 field rate, and their colour circuitry sees the
PAL signal thus you get to watch NTSC disks in full colour.

However, what this doesn't do is a conversion from 525/60 NTSC to
625/50 PAL standard TV. It means for example that you won't be able to
record the output of your DVD on a standard video recorder - which is
specifically set up for 625/50 PAL. That trick requires standards
conversion and that is probably out of the field of scope for this
posting.
