Cincinnati spared KKK cross display

CINCINNATI--A dubious holiday tradition in Cincinnati will be absent
this
year: There will be no Ku Klux Klan cross erected on the downtown
Fountain
Square.

Unlike in recent years, the KKK didn't submit an application to use
the
square, city officials said. And now all of the space available has
been
booked through the new year.

''There will not be a KKK presence on Fountain Square this year,''
said
Fannie Nicholes, assistant to the city manager.

Many have been angered by the Klan's display in the past, and they
believe
city officials haven't acted aggressively enough in their legal
attempts to
block the Klan's use.

Last year hooded Klan members were greeted by shouting
counter-protesters
while they erected the display in the snow.

Shortly thereafter, City Council member Alicia Reece persuaded her
colleagues to send the KKK a bill for security costs and other city
services
provided to protect the display, although city attorneys questioned
the
legality of the action.

So far, the Klan chapter hasn't paid the $17,500 the city says it
owes.

The Rev. Jeff Berry, who heads the Butler, Ind.-based Church of the
American
Knights chapter of the KKK, didn't return calls.

The bill for the Klan's display of a steel cross on Fountain Square
plaza
for 10 days last December included about $10,300 for police crowd
control to
keep Klan members and protesters apart when the Klan erected its
display,
and costs for an around-the-clock police detail for the cross .

The security detail lasted for two days, until City Council learned of
it
and ordered it canceled, saying the extra protection was inappropriate
and
officers were needed elsewhere.

Police said they'd provided the detail to avoid confrontations, to
keep the
cross from hurting anyone if it were knocked over, and to keep the
Klan from
coming back to put it back up.

Putting a cross on the square during the holidays has been a Klan
tradition
more or less since 1993.

The city tried to block the cross in the early 1990s but lost a
lawsuit.
