Measure would allow suburbanite exclusion

A state representative announced plans Friday for legislation that
would
allow Detroit defendants to opt for a jury of all Detroiters.
The move was prompted by complaints that all-suburbanite juries
unfairly
judge Detroit residents.
Rep. LaMar Lemmons III, D-Detroit, said he'll introduce the
legislation this
summer. If passed, it would permit Detroit defendants at Wayne County
Circuit Court to choose between a jury made up of all Wayne County
residents
or one of all Detroiters.

goal in
their battle to integrate schools: a majority-black School Board. They
want
the board to reflect the student population, which is 70 percent
black.
A black-majority board would make members more accountable, said
Rodney
Jordan, who served on a committee that studied ways to integrate
schools
without busing.

Lawmaker burned in effigy seeks FBI help
Rep. Henri Brooks
By MONICA WHITAKER
Staff Writer
The FBI has opened a preliminary investigation of the Hendersonville
man who
burned state Rep. Henri Brooks' image in front of the state Capitol
earlier
this week. The investigation began at the request of Brooks, who said
she
fears for her safety.
A phone complaint by Brooks, D-Memphis, prompted the Nashville FBI
office to
call Jim Boyd yesterday, bureau Special Agent Jon Stephens said.
''This is a
preliminary contact to determine the facts and circumstances of what
occurred.''
Boyd, who publicly decried Brooks' refusal to pledge allegiance to the
U.S.
flag, said he was ''kind of frightened'' by the summons to a meeting
later
this month with federal agents. He said an agent told him that the
legislator was raising civil rights questions about his sidewalk
demonstration in which he burned her in effigy as a ''traitor.''
