What exactly do you suggest that one should do in order to prepare
for an attack, with an unknown impact, at an unknown location, at an
unknown date and time, with an unknown vector or delivery and for
unknown aims?

Should one wear a gas-mask 24/7, or would moving to the Arctic be
enough?

Preparation will improve your chances of survival in various types of
attack, and at any location or time. The public are advised to prepare
for as many possibilities as they can, but at least to prepare for the
most likely terrorist attack scenarios. Those who are not prepared for
an attack would have less chance of survival than those who are not.

Since the announcement the government has purchased 30,000,000 doses
of smallpox vaccine, and the stockpile is now 60,000,000 doses, enough
for everyone in the country provided the terrorists use smallpox.
