Should the Isle of Wight postmark be returned? At least it would isolate
this crank to one side of the Solent.

This has been going on for ages and not only involves public adresses,
but also private home addresses, not only racism, but also sexually
explicit material....utter shame if it turns out o be an Islander

I know not.
As far back as I can remember we had PO post codes, and an IOW frank. At
some time in the 80s the mail started going over to Portsmouth to be
sorted, and was franked along with theirs.
As a guess, I'd say that we had PO post codes issued when we were part of
Hampshire, and they didn't get changed.
Why PO and nowhere else? Again, a guess, logistics.

Just to be clear, postcodes define *delivery* points, not collection points.
Although the Island postcodes are within the Portsmouth area, you are
probably aware they are easily recognised because they all commence with
PO3n or PO4n.
There's no reason why the postmark couldn't be "IoW", except that your
collected post is taken to Portsmouth and dumped in with mail collected
there, to save the costs of separate processing in Newport. I can't imagine
that in the present climate they would consider changing that arrangement.
Here in London we have been receiving mail posted elsewhere in London but
postmarked all over the country, because the PO has been freighting it to
other sorting offices to avoid local industrial action.
