Charles Watts Way - Hedge End

Does anyone know if this road was named in honour of Charlie Watts of
the Rolling Stones?

If not who is the Charlie Watts in question?

A past Chairman of the Parish Council and Eastleigh Borough Councillor -
if I remember correctly he was a Liberal. This was early 70's before
the SDP amalgamated with the Liberals to form the Liberal Democrats.
