"South Norfolk Council has a statutory duty to ensure there are
suitable stopping places for travellers in south Norfolk."

Why is this? Does it have a statutory duty to provide me with a home as
well?

Yes, if you don't already have one.

Councils have a statutory duty to secure housing for people who are
unintentionally homeless.

But it seems that lots of Travellers are intentionally homeless. Not to mention Irish

Well I was only answering your question regarding your own entitlement
but I do agree with your sentiment insomuch that travellers are
exercising a lifestyle choice with regards to their homeless status.
