Regional benefits ... regional taxes ?

Notice that David Cameron has been quoted as suggesting benefits should
be set at a regional rate.

Presumably this would be mirrored in purchase taxes, like fuel duty and
VAT ?

Given that goods in areas with lower wages cost less than good in higher
wage areas, the VAT and fuel duty paid is already less in actually money
because it is a percentage tax.

Why not split the UK in to a United States of Britain? Then we could
really be a 2nd rate USA.
