AN evil paedophile has mocked new laws designed to protect vulnerable
children – and warned he could strike again.
Steve Grosvenor was released from prison three months ago following
his 40th conviction and 200th offence.
But the beast has now put parents on alert by claiming Sarah’s Law,
rolled out across the Midlands last week, cannot stop perverts like
him reoffending.
Grosvenor warns he could be sleeping rough because of a lack of police
checks – and admits he has an “80 per cent” chance of striking again.
The new law was named after eight-year-old Sarah Payne, abducted and
murdered by serial paedophile Roy Whiting in 2000.
It was first trialled by Warwickshire Police and is supposed to give
parents the chance to check if anyone with regular access to their
children has child sex offences.
But Grosvenor warned that the law was seriously flawed in a shock
letter to a prison magazine.
“I am sure many of your readers will have heard of the new Sarah’s
Law. I would bet, however, that not many people are aware of just what
a waste of space it is, along with the Sex Offender Register,” he
wrote.
“I wonder how Mrs Payne will feel to learn that, as a convicted
paedophile with more than 40 previous convictions for well in excess
of 200 offences dating back to the 1980s, I was released from prison
in May; homeless, with no supervision whatsoever and no money, save
for the £47 standard discharge grant.
“Despite numerous convictions for violence, sex offences, firearms and
offensive weapons, the authorities seemed perfectly happy to allow me
to walk out of prison with no idea where I was going; content in the
knowledge that probation had categorised me as a high risk to
children, with an 80 per cent chance of re-conviction within a year.
“I ask you, how on earth is that protecting the public?”
The convicted paedophile went on to give a chilling warning to worried
parents following his release from HMP Peterborough.
“Ask yourself this; would you want me sleeping rough in your area? I
think not,” he wrote.
“Yes, I had to report my whereabouts within three days of release, but
I have been told by the police that ‘the park bench’ or ‘the doorway
of Tesco’ are perfectly good addresses to give if I am homeless.
“It would appear that once someone has served their entire sentence
and has no licence, they simply wash their hands of you and accept no
further responsibility for your safe ‘reintegration into society’.”
Sarah’s Law had been operating on a trial basis in Warwickshire since
September 2008, and was judged successful enough to be rolled out to
other forces around the country this year.
It was brought in after public pressure to ensure convicted sex
attackers would be known to parents living nearby, but was amended to
prevent vigilante attacks.
Last week West Midlands and West Mercia Police were included in the
areas covered by Sarah’s Law, along with the Bedfordshire, Norfolk,
Yorkshire, Thames Valley, Essex and Suffolk forces.
A further expansion is planned for the autumn for forces including
Staffordshire, Leicestershire and Gloucestershire.

Why can't people who obviously pose a danger be given indeterminate
sentences? He should be in a mental hospital.

is that he is being thrown on the street with no support or accommodation,
so disclosing his address is a meaningless threat.
If we were able to provide safe, humane rehabilitation facilities for these
people without kow-towing to NIMBY paedomobs and tabloid ranters, then there
might be half a chance of some of them going straight.
Might have known you'd defend him....

You'd have to look far and wide for a rusty knife, since they're all
made of stainless steel nowadays. I dug up (in my garden) a wartime
government-issue spoon used in a PoW camp about ten years ago and even
it wasn't rusty in the slightest.

Defending doesn't enter into it. Whatever your opinion of the guy, his
points are valid - a law allowing parents to know if a paedophile is
living in their community is pointless if they don't have somewhere in
the community to live.
Replace 'mental hospital' with 'coffin'...
