Are they still doing that? Someone at work got caught by that about a
year ago. I wasn't happy.

If it's the one I'm thinking off I doubt it's illegal or against the ASA
rules given how long it's been going on and how much publicity there's
been about it. Eg

If you were using a certain train booking site which adds a booking fee
I wonder why when it offers fares no cheaper than those from sites which
don't - the train operating companies own sites, direct or via
nationalrail.co.uk.

I was using a TOC's own site, which uses the "certain train booking
site"'s engine. Until now the version provided to TOCs has not been
worsified significantly.
