Plain white vehicles with blue lights and sirens

I've been noticing these around Hampshire for months now. They have blue
lights up on the roof, not all hidden away like the unmarked traffic
cops. At first I thought they might be new police cars and vans they hadn't
gotten around to decaling yet, but I've been seeing them for so long now
that I don't think that's the case. I haven't managed to get a proper
look at a driver to see if they are in uniform.

Has anyone else spotted them? Any ideas about who they are?

No. But them I've not been in Hampshire this year :)

But I'll guess anyway!

Could they be HMPS tactical response? They are (well, were at least)
allowed blue lights by an Order under Section 44 of the Road Traffic Act.

I don't know if it's that. The van in that video had some small
markings. The ones I've seen were all completely white.
