Can anyone tell me under which law the general rule of not attaching
wires/trellis/hanging baskets etc etc to a neighbours fence without their
permission comes under ?

Theres quite a thread going on Garden Law site currently but no one knows

Search uk.legal in Google using "garden" and "fence", there has been a
lot of discussion of this over the years.

To summarise:

1) You can't hang something on someone else's property without their
permission.

2) If you do they can remove it (typically by giving notice that they
will do so in say 14 days and charge you for doing so).

3) It is often very difficult to know who owns an old fence the owner
being the person who erected it not *necessarily* the person on whose
land it sits.

4) *Both* neighbours will typically have responsibilty for maintaining
the boundary.

5) The boundary is a line which may or may not correspond to the
fence.

6) Neighbourly disputes will probably have to be declared to a
prospective house buyer so should be avoided at all cost.

HTH.
