I'm not entirely sure how that affects the pupils and students. Schools and
colleges have a duty of to the public but you'd be best to contact the HSE
directly http://www.hse.gov.uk for detailed information.
Unsuprisingly yes certainly they do, although i'm sure many do break them in
some way, a school \ college is still a workplace.
Also note why the regulations are there - getting away with not meeting them
wouldn't really be meeting your duty or care towards students would it?

Indeed; apparently one of the things picked up in our recent inspection
was that students were not told how to adjust their chairs at the start of
each lesson...
