A 1/3rd of the paper has fallen off and the rest will be removed. The
plaster is badly stained but secure.
Can I use PVA as a stain blocker before I re paper considering the
large amount to cover ?

Yes. There is a special grade for this, cheaper than the wood glue
stuff. Important that you get it fully dried out first. Put on
several
coats, the first ones diluted. Its best to do the whole area
especially if painting with emulsion. The paint "takes" to the
treated/untreated areas differently.

PVA coats should always be diluted, otherwise it tends to form a slick
surface thats very hard to get paint to stick to.

works fine for me
If you have a rust coloured water stain, it will bleed through pva. For
that you need an oil based paint IME.
I had this problem at work recently, it was the only thing that actually
worked
