Universal Letterbox Draught Brush - inside or outside?

I am just replacing the letterbox on a upvc door and the letterbox
looks the same from both sides except one side has the brush strip
under it. I have seen doors with the brush on either side but which is
correct?
Brush on inside side or outside side of the door.

Yes but the way the stupid things are designed seems not to be any good on
Upvc doors, since many have a ridge across the middle inside and the
brushes are thus spaced away from the door, allowing a draught top and
bottom before the brushes.

Also who came up with the idea of a shaped plastic rod which you twist to
produce the spring? When they work loose, the end piece loses its twist and
there is no more spring, and you cannot redo that as it looks like the rods
were longer to use as the point of twist, then cropped off flush with the
edge of the letter box making it impossible to refit them with the twist.
Its amazing how many cock ups in apparently simple devices can be made.
Back in the old days, there need not be any draught excluding brushes, just
a nice strong spring and a kind of rubber ring around the inside of the
flap to seal it. Now posties only half insert mail and leave the box lid
open so of course you get a draught in any case and half your mail is on the
front path.
