I am not 100% sure but try this.
Within 5 seconds of powering up the panel
Press Reset/Reset.
Power down Mains and battery, wait 20 seconds , flick the mains back on and
press (Reset, Reset) in quick succession straight after power up.

If you have the factory engineer code, Put it into engineer by pressing
"PROG" then 9999 or whatever eng code has been programed into it. At
this stage you will need to press the "SET" button twice to load the
factory defaults.
Please note you WILL NEED the eng manuel to reprogram the alarm system
to your requirements I'm sorry Idont have a copy of this Manuel.
I may be able to get one, But please don't hold your breath.
There is another way but it involves placing a wire link between two of
the terminal befor you power up the panel. I'm sorry I don't know which
terminals on this model.

to clear nvm to factory settings
remove mains + battery
remove all wires from terminals 13 & 23 (pa & set+)
fit wire link between 13 & 23 and apply power
remove link panel now back to factory settings
user code 0123
eng code 9999

Oh, please! Paul supplied simple reset information for a domestic alarm
panel. This is *not* an alarm panel protecting a bank vault or a national
security installation. The number of burglars who'd bother to disarm an
alarm panel using subtle engineering and wiring methods in the sort of
house which would have one of these panels is vanishingly small; for an
unmonitored panel like this one, you're relying on your neighbours to look
out of the window or come out of their front door if it goes off (which is
a damn good reason to keep the false alarm rate right down!). If it's a
bigger or more isolated property, you'll be in to monitored alarm territory,
and multiple sounders to avoid the expanding-foam siren suppression
merchants - a tactic more broadly accessible to yer average housebreaker
than "now, let me see, was it a jumper between 2&3 or 3&4 on this model",
while the self-contained bell unit outside is squawking fit to burst as
a result of opening the alarm panel without putting it into "quiet" mode...
