Is it my browser or has the Daily Telegraph paywall been down for the
last week or two?

No longer do I get a popup after a brief screen inviting me to
subscribe.

Is this due to some sort of promotion or could it be an oversight?

Dunno, no paywall here either. Using Firefox.

Either Adblock plus or Ghostery (or a combination) blocks all the
paywall stuff on that site IME.

Also 12ft.io will tend to banish many paywalls.

Just shove it in front of the url, so for example:

https://www.telegraph.co.uk/news/

would become:

12ft.io/https://www.telegraph.co.uk/news/

I have seen a banner something like "this is normally a premium article,
you can view it free, but sign-up to see all articles" I just turn on
reader-mode or disable javascript instead.

Well since everyone can read it, try this :-

"The National Grid on Wednesday said it had ended talks with the two
companies about keeping open West Burton A, in Nottinghamshire, and two
coal-fired units at Drax’s plant in Selby, Yorkshire, after they made
clear that the sites would not be available."

Some ad blocker built into my Firefox browser could be doing it,
although I don't know that I have one installed but several other sites
complain about it.

That works well. Archive Today works in a similar way but it slower:
