Filters are optional, but help keep the thing cleaner and not clogged
over the years,
If the coils are getting wet but no water comes out anywhere,
presumably theyre not condensing out enough water. Either the air's
dry or the unit faulty due to loss of refreigerant gas, a condition
that isnt practical to fix and only deteriorates over time. If you
cant get a refund and need to use it, I'd slow the airstream down,
probably with a dropper in series with the fan. If slowed to much, the
compressor can get very hot, but really a permanent fix for gas loss
is unlikely.
If you want to recharge it, look at what refrigerant it uses. Some can
be replaced with cheap alternatives.
