I don't know if it is safe on Amtico, but I find Swarfega sold for
cleaning hands to be most effective for softening paint splashed off
things that would react badly to most other solvents. Leave for about
five minutes and a finger nail or plastic tool should to peel it off.

A quick google implies Amtico is PVC.
There is no way to get the pre-2010 gloss paint off PVC, as the solvent
dissolves into the PVC. There's less organic solvent in post-2010 gloss
paint (which is why it doesn't work as well), but that may mean you
have more chance of getting it off - I haven't tried.
