have known about the outbreak before it happened.

Why?

Because the current international FMD situation is completely
unteneble and unrealistic. _And_we/they_know_it !
I won't even go into the details as it is highly confusing;
there really has been no proper debate on this yet.

Remind you of something? Another recent
'invasive' event in the Eastern US ? Both events (terrorism and
the FMD cull) are born out of complacency. Time to wake up guys and
