Vowel spellings

I would like to know if there is any dictionary or other work listing the
various spellings by which various vowel sounds are represented in English.
What I envision are entries such as (and I do not have the various phonetic
symbols):

OO as in too
oo in too
ue as in blue
ew as in brew
o as in to or who
ough as in through
ou as in you
oe as in shoe
eu as in pseudo-
u as in cruel (when disyllabic)

It all depends where in the world the speaker was brought up.
A basic rule is that any sequence of vowel characters may be pronounced
shwa, somewhere.

Which variety of English did you have in mind? People living only 30
miles apart in the UK will disagree on the pronunciation of many of
the sounds you have given. My wife has clearly different vowels in
"to" and "too", but in my speech they are identical. My version of
pseudo is very different from the standard oo sound - I say "syoodo",
not "soodo". Some say brew as something like "bryoo".
