I'd like to know when it's possible to use "start to verb+ing sthg" in place
of "start doing sthg".

AFIAK, and have pondered this from time to time, there is little if any
difference sematnically between the forms...

"start to do sthg" or "start doing sthg" are pretty well interchangeable.

It can depend on the verbs in the sentence structure.
If the structure uses "to <verb>" structure, you use "to do." If the
structure uses "<verb>ing", then you use "doing."
It's all about consistent verb usage.
(Think of it as being similar to using consistent verb tense)
