I wonder why both iPhone and iPad said 14.8 software on both devices
was 'Up To Date' but also offered the 15 update?

because ios has split into two tracks.

you can remain on 14.* and receive future security updates, which at
this time, there are none beyond 14.8, or you can move to ios 15.

ios 14.9 (or whatever number it gets) will probably be released in a
month or so.
