Getting Pages on iOS 9?

I've just given my iPad 3 to my daughter. Wiped it, set it up from
scratch. She's trying to get Pages on there.

The store is saying - no, you need iOS 10. I thought that you could
still get the most compatible version if you 'bought' it from a newer
device first?

That depends on whether the app developer (Apple in this case) has
chosen to make the older version available.

It might have been an oversight - try filing a bug report or feedback.

On the other hand it might be a deliberate choice because of
compatibility issues with iCloud and/or the newer document format.

If you've ever synced the machine to iTunes, there may be an older
version sitting on said machine (or the TimeMachine backups if you've
since updated it).

It's not the easiest task, but I've used them to replace my newer Gmail
app with the older version
