Having googled around, it seems rsync + bless used to work,
but might not now:

I generally use Carbon Copy Cloner to image a disk, and rsync to keep
parts of it up to date (eg just one user account). To keep the whole
disk up to date I'll use CCC again, which does a diff-update itself.

I might look into CCC, but I'd prefer rsync if I can get
that to work. I think there's a good chance Apple will
update rsync to take care of hfs compression.
