Windows move down screen in steps when using external screen

iBook G4, Mac OS X 10.4.11

Whenever I plug in or unplug an external monitor, the windows for some
applications (namely Safari, all versions; and Skype, all versions) move
vertically down the screen by 1.22 cm. This is cumulative, so it is
possible to determine, from its position on the screen, how many times
an external monitor has been plugged in/unplugged since a window was
opened. The windows do not change size, so the bottoms of large windows
disappear off the bottom of the screen.

This is annoying and I would like it to stop. Any ideas?

Correction: The 1.22 cm is after two steps. It is half that amount for
each plug-in/unplug. In fact the step-size is exactly equal to the
height of the window title bar in e.g. Preview.

Yes I mean windows. The menu bar and dock [1] and desktop icons etc.
are unaffected. Also unaffected are windows in Mail, TextEdit,
MT-NewsWatcher, Finder, Preview. It just seems to be windows in Safari
and Skype that are affected.

[1] My dock is at the bottom and hidden.

I don't know - I've only ever plugged a single type of monitor into it,
namely an AG neovo (F-419).

I think what Rowland is trying to say is that he might have attempted to
answer my question, except I wouldn't see it because he's in my
killfile. That of course is the downside to killfiling anyone - that
you won't see any valid contributions they subsequently make to the
group. That is why I think very carefully before I killfile someone,
and have only killfiled a handful of people (not including sock puppets).

My estimation of their smoothed net contribution to the group needs to
be in severe negative territory before I hit the killfile switch, which
means that any positive contribution they make (if any) must be swamped
by their negative contributions (because of proportion and/or severity
of the latter).
