You may have to update the current BIOS to remove the settings installed
(imposed) by Tiny.
Find the manufacturer of your MB and then download the latest BIOS for it
and flash the RAM. Not a job for the weak willed or faint hearted!
Is this an upgrade version of XP? For that you'd need to have an OS
installed on the drive already, although IIRC it can still do a
wipe/replace once it's found it. I'm assuming that it does boot from the
CD correctly and the message is from the XP install program rather than
the BIOS.

If the error message was "Operating system not found" within a few
seconds of starting the machine it will be because it is still trying
to boot from the hard drive you formatted.
You will need to make sure the CD you are using is bootable and the
BIOS is configured to boot from CD-ROM. Alternatively you can
download the setup diskette utility from the Download Center on
www.microsoft.com to create a set of bootable setup floppies.
If it's during installation it may be because Windows XP setup can't
find an eligible OS to upgrade from but I've never installed from
scratch using the upgrade version so I don't know what, if any, checks
it carries out. You may have to install Windows Me and then, from
within Me, do an upgrade or "parallel" installation of Windows XP.

Tiny use bastardised versions of the BIOS for the motherboards they
use, with their logo on the startup screen and some features disabled.
This should not affect booting but it might be better to replace it
with the original, more fully featured, BIOS from the motherboard
manufacturer. Tiny machines I've encountered used MCI motherboards
and were successfully updated to be "non-Tiny" using the OEM flash
tool and latest BIOS revision.

In which case the upgrade will almost certainly fail if he's using the
Windows Me CD provided by Tiny. They only issued bootable recovery
CDs which rebuild the machine from an image file, which I can't
imagine XP setup will recognise as a eligible OS.
In which case, the OP may still have to install Me or borrow someone
elses media to load from scratch using the XP upgrade CD he has.
