In the procedures established for maintaining the uk.* hierarchy
<http://www.usenet.org.uk/guidelines.html> there are provisions, where
there is a consensus and the proposal is straightforward and
non-controversial, to proceed by the "fast-track" method, so as to avoid
the necessity for holding a full vote.

I have now received a request to fast-track the following proposal:

delete newsgroup uk.community.social-housing

This proposal will be activated no earlier than five days from the posting
of this notice (i.e. not before July 1st), unless there are
objections (of which six or more, or any one which seems to the Committee
to be well founded, shall suffice to halt the process).

Objections should be emailed directly to Control at
<con...@usenet.org.uk>.

Objections will be resolved by the committee (comm...@usenet.org.uk)

Newsgroup line:
uk.community.social-housing Social housing policy & practice in the UK


RATIONALE: uk.community.social-housing

Examining the posts available via two well known news servers, it
is apparent that the newsgroup is dead. The posts made during 2012
and 2013 so far can be broken down as follows:

140 ECHG
18 AHL
4 spam
1 USBMS
1 JSON
1 DrDeath

ECHG posts are substantially identical posts complaining about the
manner in which a number of public bodies conduct themselves. AHL
posts are similar, but aimed at different public bodies. There was
one followup, which quoted the original but added no new content.

The USBMS and JSON posts are similar; they are short ramblings on
equity with a link to a completely unrelated web site embedded in the
text.

The DrDeath post was a request from another scythe-wielding manic
for any users of the group to speak up - it has had no followups
in just over a year.

The only activity in it is a "crap flood", and while the flood is
in progress there is no hope of attracting new users. It should
be deleted.


CHARTER:
uk.community.social-housing

This newsgroup aims to provide a medium for the free exchange of ideas and
good practice on all aspects of social housing in the UK. Topics might
include:

* Working with Government legislation, Housing Corporation and other
guidance.
* Responding to community housing needs and the strategic role of local
authorities.
* Responding to change in the new social housing market.
* Developing effective strategies for the development and management of
housing stock.
* Promoting tenant participation and accountability.
* Raising private finance, building public-private sector partnerships or
new accounting regulations.
* Making best use of IT and housing management information systems.

Topics related to CCT or planning issues, might be more appropriate to
uk.gov.local.

Advertising

Advertising will be permitted, but limited to adverts about job vacancies,
training days, conferences, volunteers needed and tenants seeking mutual
exchanges. Such messages should be clearly marked in the subject line to
help those users who do not wish to retrieve these messages.

Announcements of relevant new services or products such as publications,
new research etc. will be permitted, especially if they include the URL's
of World Wide Web Pages, or invitations to obtain details by e-mail. As a
general rule, such announcements should be no more than 10 lines long and
should be posted no more than once a month.

Binaries

Users are asked not to post any binary files e.g. programs and pictures.
Users wanting to make them available to others should post a message to the
newsgroup offering them by e-mail.
