REQUEST FOR DISCUSSION (RFD)

This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:

delete newsgroup uk.community.childcare

Newsgroup line:
uk.community.childcare Discussion about non-parental childcare

This is not a Call for Votes (CFV); you cannot vote at this time.
Further procedural details are given below.

RATIONALE: uk.community.childcare

It has long been custom within uk.* to check for groups that are not
being used and then to remove them. By doing this we keep the number of
dead groups down increasing the chances that someone stumbling across a
group will find it useful.

An analysis of the posts to uk.community.childcare from 2013-10-29 to
2014-10-29 has shown that there were no posts in this period.

It is not the intention to remove any groups that are, or people
believe will be, useful going forward. If you are a user of the group
and feel it should remain then please reply to this and join the debate
on uk.net.news.config so I know not to press ahead with this.


CHARTER:
uk.community.childcare

uk.community.childcare is for the discussion of issues relating to the
provision of child care in the United Kingdom by services within the
community, such as Registered Childminders, Sessional Daycare (i.e.
Pre-Schools), Creches, Out-of-School and Holiday Care Schemes, Nannies,
Au-pairs, and Nurseries.

Please note the above are given as examples only. The newsgroup is
intended to cater for any group or individual with an interest in
professional childcare.


Advertising

Advertising is *forbidden*, with the following exceptions:

1. Childcare groups and individuals may advertise availability of
places and promote awareness of their existence within the community
by specific announcement or by reference during discussions. The
subject line of specific announcements must begin "PLACES", and not
be posted more often than every two weeks.

2. Notices of jobs available within childcare groups may be posted, but
not more frequently than every two weeks. The subject line of such
postings must begin "JOB". Cross-posting such advertisements to
uk.jobs.offered is welcomed.

3. Suppliers of relevant goods and services may post a pointer to
relevant resources on the Internet or an invitation that readers may
request details. Such messages must not exceed seven lines and may
not be posted more often than once every eight weeks. The subject
line for these must begin "AD" or "ADVERT".


Formatting

All posts must be made in plain text; HTML and other types of formatted
text are forbidden. Please note that this does not prevent the inclusion
of URL and email addresses.


Binaries

With the explicit exception of PGP signatures; all encoded binaries are
forbidden. Forbidden binaries include, but are not limited to; pictures,
sounds, word processor documents, executable code and "business cards".

correctly to uk newsgroups.

Posts to the group are expected to be considerate of other readers,
respectful of individual privacy, and not breach matters of
confidentiality. Persistent personal abuse, flames, and obscenities are
*not* appreciated and should be actively discouraged by the readership.

Anyone posting contrary to this charter may be reported to their
postmaster and / or ISP.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until November 10th) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.

This RFD attempts to comply fully with the "Guidelines for Group Creation
within the UK Hierarchy" as published regularly in uk.net.news.announce
and is available from http://www.usenet.org.uk/guidelines.html (the UK
