REQUEST FOR DISCUSSION (RFD)

This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:

delete newsgroup uk.adverts.telecom.mobile

Newsgroup line:
uk.adverts.telecom.mobile Adverts for uk mobile comms

*** ALL DISCUSSION MUST TAKE PLACE IN UK.NET.NEWS.CONFIG ***

This is not a Call for Votes (CFV); you cannot vote at this time.
Further procedural details are given below.

RATIONALE: uk.adverts.telecom.mobile

It has long been custom within uk.* to check for groups that are not
being used and then to remove them. By doing this we keep the number of
dead groups down increasing the chances that someone stumbling across a
group will find it useful.

An analysis of the posts to uk.adverts.telecom.mobile from 2013-10-29
to 2014-10-29 has shown that there were no posts in this period.

It is not the intention to remove any groups that are, or people
believe will be, useful going forward. If you are a user of the group
and feel it should remain then please reply to this and join the debate
on uk.net.news.config so I know not to press ahead with this.

CHARTER:
uk.adverts.telecom.mobile

This group is for the advertising of products, services and accessories
suitable for use with the UK mobile and paging telephone networks.

Binaries are not permitted on this group, however references to FTP-able
material and Web URLs are allowed.

Advertisements are allowed. The recommended formats for headers are below
and should be followed by a brief description:-

JOB:
Jobs Offered

JOB WANTED:
Jobs Wanted

ANNOUNCE:

Advertisements should be less than 100 lines, if a longer advert is
required a brief description should be posted with the full description
on a suitable web site and a URL to that web site.

Advertisements should not be reposted for 14 days unless the posts have
proper "supersedes" and "expires" headers. This includes similar
advertisements for the same product from the same supplier.

Cross-posts to other uk.* groups are not permitted.

END CHARTER

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until November 10th) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.

This RFD attempts to comply fully with the "Guidelines for Group Creation
within the UK Hierarchy" as published regularly in uk.net.news.announce
and is available from http://www.usenet.org.uk/guidelines.html (the UK
Usenet website). Please refer to this document if you have any questions
about the process.
