Events like HAR had people drinking, talking, playing music,
wandering about, flying quadrocopters etc until it least midnight,
maybe 2AM.

Parents with young children want to get their kids to bed
at 9 and go to sleep at 10 or 11.

Noise at night results in pissy parents and grumpy
kids.

I'm told this issue was an annoyance for a few people
at dorkcamp. Some people expected to
stay up late as they had previously and others
have had kids in the last couple of years.

What is the policy on late night noise?

If under 18's are allowed can the parents and
kids camp away from the people who want to stay up late?

I think firstly this gets covered by "respect one another" (AKA "don't be a dick") but there are probably two further suggestions:
  1. Have a "late" half of the camp/village (for those that are night owls) and/or a corresponding 'early" side/village for those that aren't (or possibly a parents & children village or what ever)
  2. or have a general request that after say 11pm activities stay focused in the big tents
Personally I'm more in favour of 2) as it also helps keep light pollution out of the area where people may be sleeping and for those of us who will be volunteering there may be some days when we're working late and some when we're working early (I for one will just be stocking up on club mate, pro plus and pacemakers)

All Hxx / CCC Camp areas have had a family area, way away from the people who want to party all night (and not be woken up by kids playing at 7am ;)

On the same vein, we need a crew camping area away from noise too. I foresee being busy and will want my sleep :)

This is fairly elementary stuff, I don't see it as a difficult problem.

No it isnt - its good to be thinking about though. Its something volunteers will need to watch out for I think.

Perhaps we should start looking at general guidelines for the camp then?

As others have said, noise policy is important whether there are
children or not.

That depends on the age of the child, some children will go to bed at
7 and then wake up several times during the night screaming. Having a
family area is important to also stop non-parents being woken up
during the night. It's also important for the overnight lost children
policy.

There have always been children at dorkcamp and people staying up
late/not sleeping. No real problems that I'm aware of, people just
need to camp away from social areas (ie the fire circle) and be
considerate. Perhaps the problem you've heard of is indoor spaces
being used by people without tents for sleeping at night. That could
be something to watch out for -- make sure people know to bring their
own tent, fair weather tents are so cheap these days..

Yes absolutely.

Whoaaa people, stop coming up with things that might potentially be a problem, in some
remote circumstances.. Policies and long lists of rules kill fun and common sense. Is
this a hacker camp or a bureacrats convention?

I think its best to look at these things as discussion to the point of overkill so that we are aware and plan accordingly rather than enforce rules per-se. Now we've discussed it, the various people involved can have it on their mind for their own plans. For example, I'll make sure that volunteers suggest that loud noise in the quiet camping zone be discouraged. Its not a hard and fast set of rules; more just being aware.

Basically what Ben said but also to point out that: I don't know about anyone else but I'd rather have a few people look over my thinking for things in case I've missed something. There's some stuff that seems simple until you try to scale it (for example the volunteers we need have a LOT more shifts than we initially thought and it's going to be tricky co-ordinating that).

Everything is open to debate (other than invoices which unfortunately have to be paid). The guidelines on the pirate pad are by no means what will actually be used; they're just a starting point (for example I think the stuff on allergies can be removed).
