they require a valid licence, and there are
annual negotiations on access and share of stock.

partnership has been agreed so the UK defence
industry can participate in the EU’s plan for a
£150bn defence fund called Security Action for
Europe (SAFE). This will support thousands of
British jobs. The UK and EU will also enhance
cooperation over maritime security and accident
reporting. Youth mobility scheme The UK and the
EU have agreed to more negotiations on a youth
mobility scheme to allow people aged 18-30 in the
UK and the EU to move freely between countries
for a limited period. The scheme would include
visas for young people working, studying,
volunteering, travelling and working as au pairs.
Erasmus The EU and the UK have agreed they should
work towards an Erasmus programme, the student
exchange programme which was scrapped when Brexit
took place. Migration The two sides have agreed
to further work on finding solutions to tackle
illegal migration, including on returns and a
joint commitment to tackle Channel crossings.
They will also begin talks on making it easier
for people to get visas to work in the UK and the
EU and recognising professional qualifications.

for “rigging” interest rates in August 2015. He
was accused at the age of 35 by the United States
Department of Justice and the Serious Fraud
Office of being a “ringmaster” of an
international fraud conspiracy and sentenced to
14 years in jail. Together with former Barclays
trader Carlo Palombo, he is now awaiting a
crucial Supreme Court judgement. Hayes and
Palombo were among 37 City traders prosecuted for
“manipulating” the interest rate benchmarks Libor
and Euribor, which track the cost of borrowing
cash between the banks and are used to set the
interest rates on millions of mortgages and
commercial loans. In criminal trials on both
sides of the Atlantic from 2015 to 2019, 19 were
convicted of conspiracy to defraud and nine were
sent to jail. Tom Hayes was convicted of
conspiracy to defraud in 2015 As they served
time, evidence emerged that central bankers and
government officials across the world, including
a top adviser at 10 Downing Street at the time,
had pressured banks such as theirs to engage in
very similar conduct to what they were jailed for
– but on a much greater scale. No central banker
or government official was prosecuted. Then, soon
after they were released after serving their full
jail tariffs, a US appeal court decided such
conduct wasn’t a crime after all; nor even
against any rules. The US Department of Justice
revoked the charges against Tom Hayes, and the US
courts then threw out all similar convictions.
Yet in the UK, they remain convicted criminals.
The Serious Fraud Office, which prosecuted the
cases, says the defendants were convicted of
conspiracy to defraud and points to a number of
previous unsuccessful attempts to overturn
convictions at the Court of Appeal. The Supreme
Court’s now being asked to decide if judges were
wrong to tell juries their conduct was unlawful.
If it does so, it could lead to the overturning
of all remaining convictions, throwing a global 17-year scandal into reverse.

superficial chest wound should be treated as for
any wound elsewhere but a penetrating wound (a
sucking wound) of the chest must be sealed
immediately, otherwise air is drawn into the
chest cavity and the lungs cannot inflate as the
vacuum inside the chest is destroyed. A useful
dressing for a sucking wound can be made from a
paraffin gauze dressing. Place the paraffin gauze
over the wound, smooth the foil on to the chest
wall and seal three edges only with zinc oxide
adhesive plaster. In emergency, a suitable
dressing may be improvised from petroleum jelly,
gauze and kitchen foil or polythene or,
alternatively, a wet dressing may be used to
provide an airtight seal. If nothing else is
available, use the casualty’s own bloodstained
clothing to plug the wound temporarily. The aim
is to prevent air entering the chest but to allow
it to escape if necessary. The usual rules about
stopping bleeding by pressing where the blood
comes from also apply. Start a pulse chart soon
to check on possible internal bleeding in all
chest injuries. The respiratory rate should also
be recorded. See also sections on chest injuries.
Conscious casualties should be placed in the
half-sitting-up position because breathing is
easier in this position. NOTE: DO NOT GIVE
MORPHINE to a patient with this type of wound,
even if he is suffering from a lot of pain, as
the morphine will increase the breathing
difficulties. Get RADIO MEDICAL ADVICE. Abdominal
w ounds A superficial abdominal wound will
require the same treatment as any wound, but for
more serious wounds, if the abdominal contents do
not protrude, cover the wound with a large
standard dressing and place the casualty in the
half-sitting-up position (Figure 1.39). In this
position the wound will not gape open. As the
abdominal muscles are slack, the abdominal
contents will not bulge through. If the wound
runs more or less vertically, it may be best to
lay the man flat. If the abdominal contents do
protrude through the wound, DO NOT ATTEMPT TO PUT
THEM BACK. Cover with a loosely applied large
standard dressing or dressings until further
treatment can be given. Shock will develop
quickly and should be treated as described
previously, with the following important
exceptions: prop up if necessary; DO NOT give
anything by mouth. If thirsty, the lips should be
moistened; nothing more. (See also Crush wounds
and Stab wounds below). Get RADIO MEDICAL ADVICE.
Head w ounds The wound itself should be treated
in the same way as any other wound. Scalp wounds
often bleed briskly. A firm bandage will usually
arrest the bleeding, but some ingenuity may be
required in applying the bandage so as to keep it
firmly on the head and transmit the necessary
pressure to the pad. Firm pressure by the fingers
over the pad for a few minutes before it is
finally fixed in position will help to stop the
bleeding. The possibility of brain damage is of
greater importance and two rules should be
observed: morphine should be given only if
conscious and in much pain from more serious injuries elsewhere…

‘Who Really Killed Chris Hani (2024) explains how

the book on Michael Collins, quoted at the start
of this chapter, when he said, ‘History repeats
itself as do the methods used by those
specialising in the elimination of leaders who
unite people into a strong force for dignity,
justice and self-determination.’ This book is a

behind the murder of Chris Hani on 10 April 1993.

Previous anti-government protests I’ve seen in
Israel since the Hamas attacks of October 7th
have been focussed on getting the hostages home,
but this was different. The Israeli police
blocked the protestors before they got to the
Gaza crossing, so they stood at the side of the
road under the burning sun and and shouted their
slogan: “Stop the War!”

Netanyahu broke the ceasefire in March simply to
retain the support of his right-wing coalition
partners. Now, they say, it’s just cruel and
counter-productive. Amongst the speakers at the
demonstration was Captain Ron Feiner, a reservist
who served in the Israeli military in Lebanon but
has refused to go to Gaza. He expects to start a
20-day prison sentence on Monday. “I don’t think
I should be punished but I don’t regret it,” he
said. “The orders we have received are not moral.
They are not serving the security interest of
Israel. The only thing they will bring is more
death to Israeli soldiers, Gazan civilians and more hostages.”

a freelancer reporter, Elon Perry, which included
explosive revelations from a document supposedly
discovered in Gaza, which allegedly detailed
Hamas leader Yahya Sinwar’s plans to escape the
Palestinian enclave with Israeli hostages taken
during the 7 October attack. After the Israeli
army stated that it had no knowledge of such a
document and several Israeli outlets began to
question Perry’s identity and professional
background, a number of high-profile columnists,

Violence Marker, a website whose goal is to is to
“analyze the activity of xenophobic,
anti-democratic, and violent organizations and
initiatives from the right side of the spectrum
who engage in hate crimes, assaults, and pressure
against their political opponents, minorities,
and vulnerable groups.” However, this stated
purpose has not discouraged Movchan – who is also
involved Solidarity Collectives, which
coordinates support for anarchist militias
fighting alongside the Ukrainian army – from
downplaying concerns over cooperation between
anarchist militias and Banderite Nazis in the armed forces of Ukraine.

contractor for a UK-based public relations firm
says that the Pentagon paid more than half a
billion dollars for the production and
dissemination of fake Al-Qaeda videos that
portrayed the insurgent group in a negative
light. The Bureau of Investigative Journalism
reported that the PR firm, Bell Pottinger, worked
alongside top US military officials at Camp
Victory in Baghdad at the height of the Iraq War.
The agency was tasked with crafting TV segments
in the style of unbiased Arabic news reports,
videos of Al-Qaeda bombings that appeared to be
filmed by insurgents, and anti-insurgent
commercials – and those who watched the videos
could be tracked by US forces. The report of Bell
Pottinger’s involvement in the video hearkens
back to more than 10 years ago, when the
Washington-based PR firm Lincoln Group was
revealed to have produced print news stories and
placed them in Iraqi newspapers. According to the
Los Angeles Times, who obtained the 2005
documents, the stories were intended to tout the
US-led efforts in Iraq and denounce insurgent
groups. Bell Pottinger was first tasked by the
interim Iraqi government in 2004 to promote
democratic elections. They received $540m between
May 2007 and December 2011, but could have earned
as much as $120m from the US in 2006. Lord Tim
Bell, a former Bell Pottinger chairman, confirmed
the existence of the contract with the Sunday
Times. The Pentagon also confirmed that the
agency was contracted under the Information
Operations Task Force, but insisted that all
material distributed was “truthful”. However,
former video editor Martin Wells, who worked on
the IOTF contract with Bell Pottinger, said they
were given very specific instructions on how to
produce the fake Al-Qaeda propaganda films. “We
need to make this style of video and we’ve got to
use Al-Qaeda’s footage,” Mr Wells told the
Bureau, recalling the instructions he received.
“We need it to be 10 minutes long, and it needs
to be in this file format, and we need to encode
it in this manner.” According to Mr Wells’
account, US Marines would then take CDs
containing the videos while on patrol, then plant them at sites during raids.

An Stats NZ insider who spoke to me on condition
of anonymity believes that if the public knew
more about what the IDI holds about them, they
might be nervous about the potential for
government overreach.

of controls and requires interviews and
confidentiality training to access. But it also
has weaknesses such as a lack of auditing for the
researchers who might be accessing it. Usually, a
research project gets access to only a specific

might be on multiple projects over the years and
accumulate access to multiple datasets, they say.
“No one checks to see if they are using their
approved datasets for a specific project or not.
It is up to the integrity and seniority of the
researcher.” While researchers are required to
sign NDAs, more than 100 data breaches had
already occurred by 2023. I’ve asked Stats NZ for
more up to date figures but they were unable to
get back to me in time for publication. Also of
concern, research from 2019 found that
applications to use the IDI for research are
reviewed internally by Stats NZ, with no
mandatory external peer review or ethical
approval across sectors. Furthermore, ethical
standards for using IDI data vary across
universities, government departments and private
research entities. All of Stats NZ data gathering
powers rely on social license. But surveys have
shown that there is actually low public trust
around Stats NZs ability to keep data safe or
even that it considers the public’s views in its
decision making. However, there may be
considerably more reason to question the social
license Stats NZ relies on today. Stats NZ is
working on a project that will link statistical
business, location and population registers into
one overarching statistical register. As of yet
there is no population register, but they are
building it. The Everything Database:
person-level tracking in real time, all the time
A multi-part Official Information Act request
from April 2024 has revealed that since 2022, an
initiative called the Statistical Register has
been underway with the goal of linking an
upgraded version of the IDI with an existing
location register (a list of addresses and
addressable objects) and a 30-year-old business
register (containing information on business
profits, sector, age and size) via IRD tax data.
Development consultants Allen + Clarke describe
it as “unlocking high value”. In sector jargon,
this Statistical Register would be the
realisation of an ‘Integrated Statistical Data
System’. What I have euphemistically called the
‘everything database’, because it is not far
short of that. And as we will see, there is the
potential to add all kinds of other data streams
to this register, such as social media,
supermarket spending or telecoms data for
example. “The amount that could be controlled
when you know someone’s political views and
address and workplace and family history might be
too much power for one organisation,” the insider
says. Here’s the kicker: Once the business and
location data are linked to the new IPS, they
will have succeeded in creating a central
register, with each person represented by a
unique ID that can be tracked over time and tell
a story about a person’s whole life, and even to
track a person’s life events from birth. It’s
referred to as a ‘Persistent Unique Identifier’
(PUI) in sector jargon. The end result is the
Statistical Register (everything database) plus a
permanent digital tag for every person. The eye
