One point would be that a standard charter would leave the only point of
discussion as yea or nay to formation of newsgroups.

I would respectfully suggest that a standard charter be made for the
hierarchy and formation of any suggested group within 48 hours of any
request unless there were more than say 100 objectors i that period.
