the answer is  Yes. your address in PoI or PoA will not come in the way of enrolment. you can get your enrolment done anywhere.

If any person Having PoI and PoA of Tamilnadu went to enrollment station at Chandigarh, will enrollment station operator take his biometrics and send it to CIDR or not. Simply say Can any Resident can enroll at any other Location irrespective of State / city ?
