It's on the sixth floor, east of the elevators on the north side of the hall. Lowman's web page should have his office number. If he's not there:

   Ask such a person where Lownman is.

If no one in the building knows than you have determined that Lowman is either not in the build, or that he does not know who he is. Do to the effects of sleep deprivation both are possible.
