Unable to add new users from WebBrowser

Recently a customer was not able to add a new user from the WebBrowser.  The icons on the bottom of the User page were grayed out, even when the customer was using https.  To fix this, go under WebService and change Https Enabled to true.  A Screen shot is attached.
