UGRID conventions updated for "0.9"

Gang,
Brian Zelenke updated the Github page for UGRID conventions to be consistent with what he and Chris Barker proposed (and we discussed some months ago in this group), allowing us to potentially dub this release "0.9".
If you look at the changes

they are fairly minor, so please take a look and if you see any issues, please discuss here. I'd like to release 0.9 by COB Friday.
