EvalPartners Mobility Grants Scheme
Recently EvalPartners initiated the Mobility Grants Scheme for evaluators from ODA-eligible countries. The Mobility Grant Scheme (MGS) is intended to allow evaluators from the Global South to attend evaluation conferences or specialized evaluation events in the Global North as part of EvalPartners commitment to promote events organized by VOPEs from the Global North as well.
The scheme will support individual evaluators whose papers/ abstracts have been accepted by major evaluation conferences to attend these conferences and make their presentations. This will be a competitive process and applicants have to prove the importance of their contribution and need for travel support to attend the conference, beyond any support offered by the organizers of those conferences.
Successful candidates will have also the opportunity to develop their individual capacities and will be bound to replicate the learning that they acquired in their national and regional spheres as a pre-condition for EvalPartners support.
The just concluded first round accepted applications for the Asian Evaluation Week 2016, European Evaluation Society 2016 conference and the American Evaluation Association conference 2016. We will repeat the application call again to support evaluators from the Global South who will be planning to present papers in upcoming conferences and events in the Global North including Canadian Evaluation Society conference 2017, Australasian Evaluation Society conference 2017, New Zealand Evaluation Association conference 2017, American Evaluation Association conference 2017, Asian Evaluation Week 2017.
It is important to remember that one must have made a proposal for a presentation at one of those conferences and had it accepted by the conference organizers before applying for a Mobility Grant.

Editorial: Parliaments Taking the Lead in Hosting Evaluation Events
It is inspiring to hear of another successful parliamentary event held in Kyrgyzstan. This occasion also saw the launch of the Eurasian Regional Parliamentarians’ Forum for Evaluation. We offer congratulations to those who were involved in the initiative. On a related point, we note that the African Parliamentarians Network on Development Evaluation (APNODE) is planning to have its Annual General Meeting at the parliament of Zimbabwe in August. We wish the regional networks every success and look forward to seeing parliamentarians’ engagement around evaluation continuing on the upswing in all regions.
Another piece of good news is that the Canadian Evaluation Society endorsed the Global Evaluation Agenda 2016-2020. We invite organizers of events or conferences to feature the EvalAgenda2020 and encourage stakeholders to choose their bite of the “EvalApple”. National VOPEs will be in the driving seat in developing their customized National Evaluation Agendas for the coming years. We look forward to seeing the results as the global and national evaluation agendas are taken up and support grows for enhancing evaluation capacities at all levels, while the reach and influence of evaluation grows ever stronger!

Kyrgyz Parliament Hosted the 3rd Historical Event: Eurasian Regional Forum Launched

The Eurasian parliamentarians meeting was held on 14th and 15th June at the Kyrgyzstan parliament which brought together MPs from Kyrgyzstan, Kazakhstan, Moldova, Russia and Tajikistan; members of Kyrgyzstan government; experts; representatives of donor community, civil society and media. The meeting was initiated by the Deputy Speaker of the Kyrgyzstan Parliament and sessions were chaired by Kyrgyzstan Parliamentarians.
As a result of the discussions during the event, MPs have decided to establish the Eurasian Regional Parliamentarians Forum for Evaluation (ERPFE). Hon. Natalia Nikitenko was unanimously elected as the chair of the regional forum. MPs have also agreed that it is important to have regional events on evaluation for MPs hosted by national parliaments at least once a year and maintain regular exchange of information between events. It was agreed that the next meeting will be hosted by the parliament of Tajikistan tentatively in the Spring 2017. The meeting was concluded on 15th June with the lunch hosted by Deputy Speaker of the Kyrgyzstan Parliament.
This is the third historical event in a national parliament and the launch of the 6th regional parliamentarians forum for evaluation. Congratulations to Hon. Nikitenko for being the first chair of the regional forum.

AfES Launched Training Series for Young and Emerging Evaluators

On May 12, 2016, Afghan Evaluation Society (AfES) conducted the first session of Young and Emerging Evaluators training program for 22 trainees representing civil society organizations, donor agencies, embassies, government entities and academia in Kabul, Afghanistan.
Funded by United Nations Children's Fund (UNICEF), this one day free-of-cost training is part of M&E capacity building series aiming to promote fundamental skills in development, monitoring and evaluation in Afghanistan. The training included topics on fundamentals of development, M&E; key performance indicators, logical frameworks and introduction to EvalAgenda2020 and EvalPartners’ initiatives for evaluation.
AfES's vision is strengthened evaluations for sustainable and equitable development in Afghanistan. AfES is registered as a non-profit entity with the Afghan Ministry of Economy.

Canadian Evaluation Society Conference 2016

The Canadian Evaluation Society (CES) held its 37th annual conference in St. John’s, Newfoundland and Labrador, from June 5 to 8, 2016. The Conference theme was “Evaluation on the Edge” which refers to the aim of the conference to explore the leading edge of approaches and methods, technology, professionalization, influence, and culture. Presentations, keynotes, panels, breakfasts, etc. were geared to sharing lessons learned from practice, sharing tools for building evaluation skills, breaking the mold through innovation and experimentation, and hearing how non-evaluators are using evaluative thinking to advance their organizations.
The Conference attracted 387 attendees mainly from Canada but representatives from all continents were also present. Ideas were exchanged, as well as contact information, smiles, and war stories.
In the context of the Conference, the Board of Directors of CES also adopted an official motion to officially support EvalAgenda 2020. In the coming weeks, CES will take stock of how its actions align with EvalAgenda2020 and will identify specific actions that it will take between now and 2020 to contribute to its success.

My interest and contribution to support EvalPartners activities are based on over 12 years of experience in the evaluation of programmes, projects, public policies and professional competencies. A key milestone in my professional track record is the development with the Romanian Society of Evaluators (ROSE) of the Occupational Standard for Evaluators
that was enforced in Romania in 2012 by the National Authority of Qualifications. The Standard complies with the International Qualification Framework and provides the basis for quality education and certification of competencies. My expertise in evaluation and the provision of training and my first-hand knowledge of best practices from the development of the occupational framework in evaluation in Romania are my assets that I am very happy to share within the EvalPartners Network.
I was very honoured and obliged to receive the EvalPartners Regional Award in 2015 and, as a representative of RoSE, I would like to express our contentment of being members of the Network and our commitment to further contribute to the development of the Global Evaluation Agenda (GEA) 2016-2020.

My Bite of EvalApple

It is a remarkable breakthrough in my career as an Evaluation Expert with the emerging Global Evaluation Agenda which brought significance and passion to my professionalism. In such a short period of time since 2015 I had the chance to meet and share my passion of evaluation with such great personalities in the world of evaluation. It is an honour to contribute to and work with great teams such as being an active member of the Advocacy and Guidance Task Group of EvalSDGs working on “How can we evaluate complexity?"; a webinar manager for the Global Parliamentarian Forum for Evaluation (GPFE) - a webinar series on “Meet a Parliamentarian” which successfully concluded the 2nd webinar in May 2016. I am also thankful to the EvalGender + team as a Management Group member for giving me a chance to work with Advocacy and Leadership on the Gender Equality task Group.
Presently as the Board Secretary to the Asia-Pacific Evaluation Association (APEA), planning for a successful conference in November 2016 under the theme of “SDGs: Making a Difference through Evaluation”. Last but not least, contributing to EvalIndigenous to complete my journey of Global Evaluation Agenda to "Leave No One Behind". I am truly thankful and passionate about my bite in this big EvalApple.

SDGs Spotlights: EVALSDGs perspectives on SDGs

As part of the efforts to evaluate and review the implementation of the Agenda2030, the EVALSDGs network advocates for the use of “spotlight” as a tool to exchange and share the learnings and experiences accumulated and generated in the evaluation processes of the SDGs. The EVALSDGs “Spotlight” intends to promote and advocate for an ELE (Evaluate, Learn and Empower) approach rather than a RRA (Reporting, Reviewing and Accountability) one, in an attempt to capture the learnings, strengthen the engagement of key partners in implementing the Agenda 2030 and ultimately foster and contribute to the change toward more sustainable outcomes.
The EVALSDGs spotlights are useful as tools that:
• Highlight experiences and lessons learned throughout the process of evaluating the SDGs.
• Provide links to the original work (research/ documents) to allow those interested to further pursue with critical lenses the successes, failures and opportunities in the process of evaluating the SDGs
• Provide summaries with clear messages and recommendations to be used in high level SDGs processes. The spotlight can focus on any of the following dimensions: the national experience in creating ownership of the SDGs, incorporating the SDG evaluation in the national frameworks, progress on achieving the goals or any of them, some thematic analysis, institutional mechanisms including the various stakeholders, as well as the means of implementation, etc.
• Allow for and promote potential joint initiatives among the key players in the evaluation of SDGs (National/ regional Governments/ VOPEs/ UN agencies and programs)
The spotlights will be developed jointly with the country "focal points". They will be posted and disseminated on the “EVALSDGs” online platform, and would allow the opportunity to stimulate discussions and exchange among participating and interested entities and evaluators.
