Reference is made to your communication bellow citing alleged mismanagement of the Top Division National Chess League.
 
The UCF Executive met to discuss among others the issues raised in your communication and the following were resolved:
 
1. On your alleged failure to release the Top Division Fixture, please note that the fixture has been constantly updated as the games go on. However, due to the fact that this year's league games have not been playd from one central location but on home and away basis there has been some delays in getting results of some games played while some postponed games also made it difficult for prompt update of the standings but the table of standings has always been available and a fairly updated one is bellow for your reference. Should there be any discrepancies it is always advisable to raise them with the relevant authorities and have the issues settled amicably. In this case, please liaise with the General Secretary who is in charge of this to have any complaints ironed out.
 
Please note that for the games you havent played, you (like all other clubs) still have a chance to talk to the Captains of your opponents and have them rescheduled  and played as soon as possible.

2. As you may be fully aware, Mulago fields three different clubs under the names of Mulago Kings, Mulago Knights and Mulago Rooks. All these clubs are different from each other and they are officially registered as different clubs. Apparently there is no law or rule that prohibits any such arrangement. Even Jinja could feature more than one club as long as they have different names and go through the necessary qualification processes starting from the lower division.
 
The UCF executive did not find any evidence to confirm your allegation that the mulago Clubs colluded to give points to Mulago kings. In Cases where some of the games between the clubs were postponed, the reports we have indicate that the games were duly played. Postponment of games (or not playing them at the alloted time) was common in the league this year and was not exclusive to the Mulago Clubs. As long as the two Captains agreed on a new date and duly communicated it there was no problem.
 
4. It is unfortunate that your Club did note get communication about the postponment of the league when it broke off to pave away for the Olypiad team's departure to represent Uganda in Russia. That particular incident is highly regretted and will be avoided in future.
 
The postponmnet of the league was however massively covered by the media as the focus drew to the olympiad with several club players away in Russia.
 
Inspite of that, the Federation still believes that playing in the league is for the good of the game and its promotion (not just points acquisition). All Club Captains are therefore always encouraged to dialogue with their opponents ahead of games to ensure that games are played and where not possible rescheduled to suitable dates for both teams.

RE: MISMANAGEMENT OF THE TOP NATIONAL CHESS LEAGUE 2010

 

We wish to seek redress from the National Council of Sports following the failure of the Uganda Chess Federation to run and manage 2010 Top Division National Chess League.

  1.  Failure to relaese the Top Division National Chess League Fixture
  2. Mulago Chess Club:

How many teams does it have following the syndicate which is promoted by Mulaga Kings and Mulago Knights and Mulago Rooks, does not help  to develop and promote the game of chess in the country

  1. Table Standings:

According to the score sheets from the eleven games we have participated in the Uganda Chess Federation  general secrwetary under recorded our points to 38.5 instead of 43.5 poinys

  1. Commonwealth games in New Delhi 2101:

The Uganda Chess federation did not cmmunicate duly to our club about the suspension of the on-going tournament to allow the National Chess team to travel and participate in the commonwealth games which took place in India this year. When the league resumed after the Commonwealth games still there was no official communication from the Uganda Chess federation. We were only surprised to see Mulago Rooks  travel to claim wanting to play with our team.

  1. We officially registered our complaints to the officials of the Uganda Chess Federation but without any redress. We had a similar mismangement during the Second Division National Chess Tournament  2009 and we had declined to participate in the Top Division National Chess league

 

Therefore given the above background, we are only reeady to play our remaining games of the Top National Chess League after your intervention bearing in mind that the Uganda Chess Fedration is your affliate.
