Does flashing a rom on an android phone unlock it for any carrier?

Ummm...it depends...but generally no.

And by generally I mean that Im about 99.9% certain it a
won't.  You'll need a aim unlock code.  And if your using a Vrms phone, don't bother.

Is the captivate a vrm phone?

Bleh, stupid auto-complete, you fail...looking over it, that entire
email is useless as android turned half of those words into gibberish.

If you have a CDMA phone, forget about it, because even if you have it
unlocked, there's still only one company you can use it on, the one you
already had. (Well, I suppose you could go from sprint to verizon or
vice versa, but it's a pain and not worth it).

Tmobile and at&t use gsm, so you can potentially unlock them with an
unlock code. However, you said you had a captivate, that is on at&t, so
if your moving to canada, that might be a good idea, however, if your
planning on staying in the usa, I wouldn't do it. T-Mobile is the only
other provider you can switch to, and their bands are different than
AT&T, so you will only get edge, and not evdo.
