Feature Request: Provide UDAP test runner Criterion # in software statement

As the test runner is sending multiple malformed software statements over, please include the Criterion number in the software statement.  In ServerTest #16, it simply sends 20 software statements over, and even when logging/writing to the database, it's unclear which statement corresponds with which step and which criterion is being tested.  We eventually matched according to timestamp, but a more explicit enumeration would help newcomers get up to speed and save them days, if not weeks, of work.
