1) According to OGS, "everyone who uses LaTeX gets the captions wrong"
-- because normally LaTeX is clever and centers single-line captions,
while left-justifying multi-line captions. OGS says that you must pick
one of these styles and use it everywhere. So this fixes ucsd.cls so
that it always left-justifies.
2) Apparently having the URLs in my bibliography be in typewriter
(monospace) font was a big no-no. It took me a while to figure out how
to fix this, so this patch adds the needed command to template.tex.
(It's part of hyperref and has to come after \begin{document}, so I
didn't put it in ucsd.cls itself.)
I also added some comments to template.tex about bibliography
formatting and \sloppy, since I don't know that there's a general
solution but probably everyone writing a thesis will need some hints
there...
