Help! Double-spacing in List of Figures Inconsistent!

Hi,

I am almost finished with my thesis, but I have a problem I haven't been able to fix regarding the spacing of List of Figures (and List of Tables) entries. The formatting requirements require that all entries in these lists must have a space between each other.

The current template only places a space between entries that change chapter. All the chapter 2 entries have no spacing between each other, but the last chapter 2 figure description and the first chapter 3 figure have a space between each other. I need this spacing to go between all entries regardless of chapter.

I'm a noob when it comes to the nitty gritty of latex templates, so I have no idea how this fine-grained behavior is specified in the template or how I would fix it. Any help would be greatly appreciated.

Any tips for someone trying to figure out the same problem?  Did any of the solutions on that stackexchange work well in the ucsd-thesis?

Does anyone have suggestions or a work around for this?  Some of the dissertations in my lab don't even have the tof double spaced, so I'm wondering if it is really needed.
