Former, recalled, Gov. of CA, Gray Davis, was the first to propose a California High Speed Rail Commission, to link SF-LA by rail. Davis's proposal for mass transit, was defeated by, Texas Energy companies, who were Price gouging energy prices, in 2002.

The CA energy crisis of 2002, was a phenomena of periodic rolling energy black outs, and price spikes dictated by the
Texas monopoly of the national energy market, along with their constituent cohorts in CA, PG&E and Southern CA Edison, who enacted TX ENERGY's price gouging scheme in CA.

Gov. Gray Davis's administrative initiative, High Speed Rail Transit, was stalled by Media saturation of False News stories, propagated by Right wing media outlets who alleged that the CA energy crisis was solely the Fault of Davis. Ensuing voter hysteria led to to his recall.

High Speed Rail Transit is the only means to eliminate the Traffic congestion, endemic to California's chronic congestion in the Interstate Highways. Traffic congestion negates the free flow of commerce, nor does it satisfy the reason Eisenhower created Interstate highway system.

In order to make the CA High Speed Rail Authority's mission, cost effective, given CA labor market is too tied to the service sector economy, deskilled by automation, outsourcing, & libertine views regarding the concept of work, I recommend the State to utilize Convict Labor.

The CA Rail Authority should import Bullet Trains from @MOF_Japan Japanese Central Railways, & their constituent contractors, to supervise the construction of the rail line, in conjunction w/ the US Army Corp of Engineers, to supervise the convicts. http://www.hsr.ca.gov/
