A staff member has availed conveyance loan for car under staff welfare scheme. The loan is still outstanding. Now the staff member wants to avail conveyance loan for purchase of two wheeler under staff welfare scheme.
My question is: whether the loan can be sanctioned or not ?

NO. But the staff can avail the loan as a public and there will be no benefit. According to my information a staff can avail three vehicle loan in the service carrier. To avail a second loan under the staff vehicle loan , the staff has to clear the earlier loan.

If you are right, can you quote the circular?
Also please inform me whether the rule is for all the staff members or it
differs from zone to zone.

As far as I remember staff can avail second vehicle loan if there is a change of vehicle.
Furthermore this second loan will also be under SWS provided the previous loan is 4 years old
There is an extensive circular in this regard, unfortunately I do not remember its number.
