Functioning of RTCs

Dear Colleague

Few months back one circular had been issued by HO training regarding reporting structure of the RTCs in which it had been mentioned that the session plan would be made in consultation with Circle Office. I could not find anything regarding the administrative authority of RTCs. When we take any personnel matter to Zonal Office, they refuse to accept stating that RTC is controlled by Circle Office. When we approach Circle Office,we are advised to contact ZO regarding personnel matter. If any one of you have the circular regarding this pl send a copy to me.
