Issuing ATM card in illiterate account

Dear Colleagues

During the last training batch(03.09.2012 to 08.09.2012) -end user
training programme in finacle for Officer, on that last day during
valediction, the circle head of Chandigarh addressed the participants
(since all the participants were fresh POs.). In his message he told
all the participants to issue ATM card in illiterate accounts.So I
want to know whether any such circular has been recently issued?
This is merely a discussion among the CBS faculties.

I have also seen a letter from HO that ATM cards can be given to illiterate customers.
If a illiterate person knows to operate the ATM, then there is no restriction to give him a ATM card.
Now a days talking atm is also being installed which will help illiterates to withdraw money.
