SMTP Impersonation Security?

Can SMTP email names be password protected? My concern is that anyone with
access to the same POP3 (SMTP) server can write a message that will look
exactly like it came from me, but in reality, came from another user of the
system. How can this be handled in the most cost-effective way. I work for
a school, where the funding is tight and the concern is adolescent pranksters
impersonating faculty or administrators.
