Old Davis (town) parking ticket on out of state vehicle

This is an inquiry for those who have dealth with the town of Davis
parking tickets. A few questions.

1. What does the town do if you ignore a parking ticket and also
ignore the "nastygram" a month after ?

2. If you come back to town a year later, can they arrest you,
tow/boot your car just for one parking ticket ?

I believe a late fee is added to the ticket, capping out at about twice
the amount of the ticket.

I suspect they could in theory, but you'd have to really piss them off
somehow. In general, 1-2 late tickets is dealt with just by making it
impossible to reregister the car at the DMV until they're paid. Every
couple years there's a news story somewhere in California about them going
around booting and towing cars, but the cars in the stories generally have
thousands of dollars of overdue tickets.

I don't think I've ever heard of anyone being arrested for parking
tickets.
