U.S. Commission on Civil Rights Investigates the Death of Kuan Chung Kao

In the past two years, there have been 9 police-related deaths in Sonoma
County, including the death of Kuan Chung Kao, a 33
year old husband and father of three young children, who was shot and
killed in front of his own home on April 29, 1997 by Officer Jack Shields.
Every death has been ruled justifiable homicide by the District Attorney.
However, the District Attorney's investigative process has been sharply
criticized by the Sonoma County Grand Jury in its 1997 report which noted
the indifference with which law enforcement treats citizen complaints of
police misconduct. In addition, Sonoma County has one of the highest
payouts for police misconduct civil suits in the area. These facts leave
our immigrant community with many unanswered questions about the death of
Mr. Kao and the other 8 deaths.
